City Annexes nearly 300 acres for new development

Annexation of nearly 300 acres for a future subdivision and a final amendment to the motorized carts ordinance were among the topics of discussion at the Dec. 18 Richmond Hill City Council meeting.
Merely a month after council members granted a zoning classification for developer Ellis Skinner’s Colonial Marsh subdivision, Skinner’s request to have 273.57 acres on Harris Trail Road annexed was unanimously approved.
Mayor Pro-Tem Floyd Hilliard said Skinner has no immediate plans to develop the tract and that county officials aren’t opposed to the annexation. Skinner reportedly plans to put a subdivision on the property.
The list of approved streets for the motorized carts ordinance was unanimously voted in. It outlaws the use of such vehicles on the following streets: Edsel Drive, Ivy Street, Frances Meeks Way, or any street where the speed limit is above 35 mph. The ordinance also outlaws such vehicles on or within 100 feet of state routes, such as GA 25 and US 17 and county roads, such as Harris Trail Road, Timber Trail Road, Brisbon Road and Port Royal Road, unless on a properly marked cart path.
Land Acquired for New School

The Bryan County Board of Education approved and signed a contract Friday, Dec. 14, for the acquisition of property for a new school that will be located in Terra Pointe.
Rayonier allotted roughly 95 acres of land for one, or perhaps two, schools. School officials acknowledged signing the contract, but said little else about the deal, which they approved at a called meeting in Pembroke.
"The board can discuss the need for new schools," Superintendent Dr. Sallie Brewer said, noting part of their contract states they are limited in discussing the project until more details are worked out.
As of right now, the plans call for a new Richmond Hill middle school.
"One of the things we hoped to fund with SPLOST was a new middle school. We will soon have access to the SPLOST funds and our first priority for building is the new middle school," Brewer said.
Michael Bell is the director of corporate affairs for Rayonier and spokesperson for the project. Bell said Rayonier donated the land to the BoE.
"We have gotten DRI approval and PUD approval for a regional activity center, down at the Belfast-Keller and the I-95 intersection. That is near the site of this proposed middle school," Bell said, noting it will support the community’s growth and could also house a high school before the project is complete.
"Our roots run deep in southeast Georgia and we have long term commitments in this region," he said. "We’re very excited about the future of Bryan County and we think this property is an ideal location for a school campus."
Bell said the site will have room for adequate parking and safe traffic flow and Rayonier looks forward to the county building a state of the art facility.
"We believe a school site is a very important part of a project like this," he added. "We’re very happy to work with the Bryan County school board on this."
A groundbreaking for the site should happen sometime next spring.
HOUSING MARKET SHOWS SIGNS OF STABILIZING

Total existing-home sales – including single-family, townhomes, condominiums and co-ops – rose 0.4 percent to a seasonally adjusted annual rate1 of 5.00 million units in November from an upwardly revised pace of 4.98 million in October, but are 20.0 percent below the 6.25 million-unit level in November 2006.
Lawrence Yun, NAR chief economist, said the market appears to be stabilizing. “Near term, existing-home sales should continue to hover in a narrow range, just as they have since September, and that’s good news because it’ll be a further sign that the housing market is stabilizing,” he said. “Mortgage interest rates are near historic lows and the most current data shows decelerating price declines, along with a modest reduction in the number of homes on the market.” Disruptions in mortgage availability and pricing peaked in August, which caused sales to slow in subsequent months." ...
